ConsequenceAt PKP PLK the abbreviation WTWiORB expands without the „Robót Budowlanych” part, despite the letters RB. In the GDDKiA document the same abbreviation WWiORB has two different expansions within a single document — page 38 introduces the variant „Wzorcowe Warunki…”. The abbreviation STWiORB is used in the PKP PLK PFU but never defined. The split into OST and SST does not appear in the GDDKiA document at all — zero occurrences.

ConsequenceThe most consequential difference in the whole corpus. A remeasurement contract requires a quantity register kept up to date and certified by the Engineer; under a lump sum the same register is purely an internal tool. This determines the shape of the data model, not just the invoicing method.

ConsequenceThe CPK OPW contains no chapter on acceptance at all — „Odbiór Techniczny” and „Odbiór Końcowy” each appear once, inside the definition of as-built documentation, with no definitions of their own (p. 5). At GDDKiA, „Odbiór ostateczny” additionally appears in three detailed specifications even though it is absent from the general catalog. The takeaway for a system: the acceptance status dictionary must be configurable per contract.

ConsequenceThe definition is broader than the everyday meaning: it covers the mere necessity of altering the state of utilities and restoring their previous state, not only physical damage. It reads identically in the PFU for line 179 (p. 8).

ConsequenceNeither the CPK nor the GDDKiA documents contain a clause flattening modality. At PKP PLK, „powinny” (“should”) — read in practice as a recommendation — carries the force of “must”. It is one of those clauses that changes the interpretation of everything that follows it.
